An Open Data platform for decision making in local public administration

This paper presents the Milan Open Data (OD) platform as a means to provide statistics and data in framework of “Data-Driven Milan”, city where policy decisions are taken an “informed aware” way using data. ever more important providing citizen communities with useful information. Over last 10 years, municipality has developed its OD from experimental portal fully-fledged than 1,600 datasets, implemented Linked (LOD) system 8 advanced visualization projects, produced policies operating guidelines. The is based on CKAN technology, which makes datasets available via both download Application Programming Interfaces. It currently about 9,000 unique visitors per month. also published tables statistical maps geo-portal. A single entry point three portals be released. projects make reader-friendly graphics. Depending topic, project might storytelling through key statistics, communicate administration’s achievements, or “data democratization” operation, such “Open bilancio”, publishes detailed information municipality’s annual budget. LOD semantically enriched machine-readable that help implement interoperability between distributed systems. ongoing automation aims improve current by minimizing manual operations dataset lifecycle. Three Municipal Resolutions have been issued define governance: first establishes released under License, promote digital economy; second promotes quality; third, 2021, guidelines model for governance, including ontology-supported publishing.
